emails cant be received !!

hi ,

I have a linux server with cpanel and every thing was ok before a client sent a huge mailing list.
After that, I cant receive my emails using Outlook and the login screen stopped coming out, even though it was working fine.

I get this error: the specfied server was found, but there was no response from the server

I tried these commands but they didnt help
service exim stop
service exim start

any help is appreciated
