Do nameservers require their own IP addresses, or not?

I've seen a lot of threads about this, but not a definitive answer. We'd like to let people create their own name servers. However, is it true that name servers require their own dedicated IP address? So, basically, we would have to give the customer 3 IP addresses (one for websites and two for name servers) and those 3 IPs couldn't be shared with anyone else. Is that correct?

This won't be as much of a problem for us, since we have a whole class C and then some, but how do people do reseller packages on, say, Rackshack servers (which are only allowed 32 IP addresses)?

I'm a bit lost on this issue, so I'd appreciate it if someone "in the know" could step in and give me some advice.
