Web site not found

I have an associate in New Zealand who occasionally reports that my web site is down, or inaccessible, when the site is accessible for me.

Other sites in North America are accessible to him, but my site which is a virtual site hosted at OLM is not available.

Does anyone have an explanation for what is going on?

Any ideas about tests to run to determine what is going on?
