Odd problem with an account

I keep getting the following in TOP:

27069 ufiles 20 19 424 424 272 R N 72.4 0.0 231:32 webalizer

It appears this specific account seems almost like stuck in a process.

Every time I kill it, it comes back up again and does not go away- clocking up a lot of time.

Can anyone explain what it is?
