Strange file permission error

I've got a rather strange file permission error going on on a Cpanel server (RH 8.0). The user of one particular account can't overwrite existing files via FTP. He can delete them and upload them again, but he can't overwrite them. This user is a friend of mine and he uses this account to store some things related to his job. He really needs the ability to overwrite files.

I've tried no end of things and they have so far either made things worse or had no effect whatsoever. Strange thing is that only this one account seems to be effected and even if I delete the account and recreate it (even with a different username), the error remains, even before I restore the backup.

I'm starting to think this is an after effect of Halloween, it's really getting scary.

Anybody have any ideas I could try before getting Nocster and/or Cpanel support involved?
