Background Checks [disabling auto account creation]

I have been reading upon my hosting forums here and there (mainly wht) and have found that many people disable auto-account creation. I have come to two questions that I have regarding this.

---> Why is it important to disable auto account creation (i know about spam, anything else?)

---> How do you fulfill the reason for the question above? (Basically, how do you figure out if they are the type that will spam or not. How do you prefrom background checking?)
