File permission problem

i am experiencung a problem while .tar a directory it does tar the directory but doesnt include files saying permission denied.
i tried to change the permission which were 600 to something like 644 or 755 but it again gave permission denied error.

would like to know is there any way i could .tar those files by changing permissions.
