I have the tar file, now what?

i backed up an account from cpanel to the accounts' home directory, then moved the tar ball to public_html, and retrieved it using wget command from shell.

now i have that tar ball, what do i do with it? how do i reinstall that account on my server? where do it unzip it... etc?
