.zip in cpanel

What I've done so far is upload .zip file to /usr/local/cpanel/base/frontend/x/

I want to be able to provide a link in the theme that can download file.zip through the control panel. However, when I click the link, the file is sent as file.zip.htm, even though the file is a real .zip. I even have the link set to filename.zip.

What is adding the .htm extention?
