What controlls the page shown at http://IP

I have 5 cpanel machines. 4 of them show cpanel default "no website here" page when going to http://IP in a browser which is what I want but I have 1 server that gets a 404 error just like the hostname gets.

This is effecting my server alerts because using the IP, siteuptime thinks the server is down. I would use the hostname but that gets the same 404 error page and I can't use another domain because I give my clients access to view the siteuptime stats.

How do I fix this? Anyone know?
