Weird routing lately?

Wasn't really sure if this belonged here or in one of the hosting forums but I figured here since routing is controled by... well routers Weird routing lately?

Is it me or is internet routing going to crap? /retorical question

But for some reason I am starting to see large amounts of way out of the way route happening lately. For example one provider housed in a west coast HE NOC I did a traceroute to. Im in dallas, the route goes from me to Washington DC on the East coast and then to California.

Same type of deal with managed.com's facility. It goes from Dallas, to Atlanta, BACK to Dallas and then to California.

Who is responsible for this? Is it the NOC's fault for not setting something up correctly on thier end? The backbone providers fault? Or my ISP's fault? Of course with each of those parties they all try and say it's not thier fault and nothing they can do about it.
