how do I do a remote backup off a linux server?

Are there any programs anyone can recommend that will do incremental backups from our server to my local windows machine? Eg if i want to backup a mysql database that is 100meg to my local computer here the program will only transfer the parts of the file that has changed not the
whole file. The idea is that doing it this way will obviously be a lot
quicker than transfering a 100meg file everytime you do a back up.

I have seen rsync but i want to backup to my windows machine. The backup is only stored on my machine, I just want an off server backup

Are there any ftp program that support this or any programs? I don't mind paying.
