Requesting Address Space

Hi i was wondering how hosting companies running BGP4 typically aquired ip address space.

1) Request a Direct Allocation from Arin

2) Request it from your ISPs and reallocate it.

I am in the process of doing this, so i am looking for some suggestions on the best way of doing this.
