Partitioning a drive

We just got a new server and there are no accounts set up on the server yet. However, there is no /home, /usr, or /var partitions set up. Instead there is just a /tmp partition and the rest of all under the / partition. Is there anyway I can split the root partition (/) into 4 different partitions (/, /home, /usr, and /var) ? I have never done partitioning on a Linux server before, except for during OS installations. What utility would you use to partition? Do you need to format the partitions afterwards? Does anyone have a detailed howto? Would it be best to have the administrators at the datacenter do this task?
