php4.3 Apache 1.3 via RPM?

For some reason all php 4.3 RPM's seem to be compiled against Apache 2. I'm looking for php 4.3 rpms (so that we can get GD2 support) using Apache 1.3

Anyone know of any sources of this?

Anyone know why Redhat and Fedora are only using Apache 2 with 4.3.3.

BTW don't suggest a source install, our network is built around 250+ virtual private servers using apt for rpm installs and upgrades.
