DNS for Static IP

I have a client with a static IP (T1), and we want to assign a domain name to it but don't want to setup DNS servers. Is there a service out there that provides this? It's going to be a simple backup / web server for employees to login to.

The domain is registered with a provider that allows me to create ??CNAME, MX and zones?? for the domain. Don't know how to use these, but if they help, please let me know.
