APF not BLocking Telnet?

I have APF installed and configured not to open port 23, but every few days I get this from Logwatch (one hit to each IP):

To xx.xxx.xx.xx - 1 packet
Service: telnet (tcp/23) (** TELNET **,eth0,none) - 1 packet
To xx.xxx.xx.xx - 1 packet
Service: telnet (tcp/23) (** TELNET **,eth0,none) - 1 packet
To xx.xxx.xx.xx- 1 packet
Service: telnet (tcp/23) (** TELNET **,eth0,none) - 1 packet
To xx.xxx.xx.xx - 1 packet
Service: telnet (tcp/23) (** TELNET **,eth0,none) - 1 packet

Telnet is not running, I can't figure out why it is not getting dropped - any ideas?
