can't send email to an address in another cpanel server

Each time when I atempt to send a email to another email address which is hosted in another Cpanel server, The mail is not sent and I get the following message:

the-mail@domain.com
host lookup did not complete: retry timeout exceeded

How come host lookup can not complete at an email in another cpanel server? How can I solve it?
