How to replace a hard drive w/o reinstall?

My server's current hard drive has two bad sectors, which apparently means there's a high chance its condition to deteriorate. So I asked my web host (UnitedColo.com) this:

But they replied:

> If it is the primary device then the server will have to
> be reinstalled and the old drive slaved.

Why can't they do what I asked? What if I ask them to slave the new drive, and then I "dd" it myself and have them swap it after "dd", would I be able to do this while the "/" partition is mounted (I can only access the server while "/' is mounted, since I only have remote SSH access)?
