Apache restarting ?

Hi
I'm trying to restart apache becuse noting on the server work for a few minutes
a typed
service apache stop

but it isnn't work. why ?

I found the next page

there i see at the footer of the page the command, i restart the apache and now everiting is working again.

Do i need to restart apache every few days/weeks ?
some pepople say to e that i need to restart the apache every few days,
it can't be true, i'm right ?
