How do I modify a suspended account page for one account?

I need to be able to modify a suspended page on ONE account and not the whole server.

For example:

Is it possible to change the suspended page to say something like:

"if you would like to open this site again send an email to whatever@whatever.com" ?

instead of "Please contact the billing/support department as soon as possible."

Maybe something with .htaccess or something weird like that?

I have no clue without changing the suspended page for the WHOLE server and all suspended pages.

Even if I could upload an index file on the site....but not allow any other access to email, site, databases, etc.
