HELP - mysql down

the mysql.sock was missing in /var/lib/mysql and then I mistakenly deleted the 'mysql' folder in /var/lib/mysql.

Now, after a reboot, mysql won't start....

How do I:

1. recreate the mysql.sock
2. more importantly how do I reacreate the 'mysql' folder with the 'users, passwds and permissions', at least the default settings so that mysql runs again and then I can manualy enter all the users etc.

If all else fails how do I 'reinstall' mysql? (is there such a thing)?
