Monitoring DNS Server

Although not web hosting related at present, I am administering a small company network, which has a centralised Caching DNS server (2k server), however they require some kind of website monitoring and restrictions....

In the past, if they wanted to block a website from being viewed, they would add a null zone into DNS server... problem with that it would restrict the entire site for example and was a very messy way of doing things...

Is there an application or plugin which you can use with DNS server to monitor what site's user's are on and/or block them?

The default gateway for the network is the broadband router, it may be possible for this to be changed, but for the moment I don't want to do this as the configuration of the router may not be under my control....
