domain name setup up help

I have site xx***********. For some reason I can't get it indexed for free on a search engine. Every other site is indexed for free. Maybe a penalty from years ago, who knows.

How do I setup it up so domain yyyyyyy.com points to the same exact directory and acts the same as the first domain, BUT stop Google from indexing it (it's already indexed under the other domain).

Please advice.. I know how to do the directory thing but the robots.txt is the trouble. I have access to the server.
