Strange FTP error
get the following results 95% of the time using various FTP programs.

The client connects but will not display the folders.
I have tried Passive mode and increasing timeout, no good.
I only have a few folders in the web space so it's not that.
Tried using different FTP programs, same problem.
I cannot connect to FTP using Internet Explorer I get the same error.
I have changed FTP server in Cpanel/WHM 'Tweak FTP Settings', makes no
difference.
It only happens with my DSL line, using 56k modem it works fine.
I can upload using File Manager in Cpanel.
All other services work POP. SMTP, HTTP, SSH etc.
I can FTP servers at DedicatedNow and The Planet without problems.
A client who lives a few miles from me has the same problem, it's not
just me.
A traceroute shows that I'm routing from my Spanish ISP through
Cognetco.com on arrival in the USA, a few weeks ago when it worked OK it
was routing through Global Crossing.
Connecting with a modem that works OK uses another carrier, not Cognetco.
Does anyone have any idea why this happens, I have found posts about
this in a few forums but with no explanation or solution.
