Apache versions & Strange access logs!

I am running Debian 3.0r1 along with Apache 1.3.26 which was installed using apt-get. The server is all up-to-date on apt-get updates and upgrades. I have two (hopefully easy) questions:

1. Does the fact that the latest version (in the v1 branch) of Apache is 1.3.29 mean that my version suffers from vulnerabilites patched after 1.3.26?

2. Any ideas what this entry in my access log means?

"OPTIONS * HTTP/1.0" 200 - "-" "-"
The above line was not accompanied by any other entries from the same IP, which leaves me wondering what on earth it is Apache versions & Strange access logs!
