Low server load but site still slow?
I recently signed up for a VPS server, and started adding a couple of sites. However, I would notice fairly often pages taking a long time to respond and load. These sites get no traffic at all I should mention; the slowness is especially apparent at times with the php/mysql based site. Looking at the server load, everything seems fine (<0.2), and I can't discern anything wrong with the network (one that a lot of people rave about, actually). My question is, with server load and network ruled out, what are some other possibilities of slowness? The VPS is based on Virtuozzo- could the problem be other users on the same server using up resources, with that not being reflected when I run "top"?
