customizing lofgiles to user's home/username/ directory?

Hi All,
I've had this with other hosts before but now that I have my own server, I'd like to have it with mine as well customizing lofgiles to user's home/username/ directory?

How would one go about having log files (specifically access_log) written directly to a directoy of my choosing in the user's directory?

For example: /home/username/logs/

I'd like to have each user's lofgile automatically written to that directory.

IS this even possible?
