apache service monitor empty

I've installed apache 2.0.47 on my windows 98. I've changed the scripting in httpd.conf of php-4.3.3-Win32.

I can now open up the apache service monitor, but it's empty! why is there no apache 2 server in there???? tried all sorts, but it isn't installing. Is there something missing with my computer, or am i being generally thick. I'm dying to get started with php, but so far have just spent about 5 hours installing and uninstalling apache, trying to get it to work!!!! can anyone out there help me?
