How do you hosts configure you FPSE to run usage analysis?

for some reason, everything seems to work except the usage analysis feature.

however, it(usage analysis) only seems to run, and only after running "owsadm -o usage" from /program files/common files/microsoft share/web server extensions/50/bin

and that only runs the usage analysis on the Default web site. the usage analysis on the other websites on the IIS dont run at all. strange.
