HELP! PHP Problem

Warning: Cannot modify header information - headers already sent by (output started at /home/obsess/public_html/forums/admin/config.php:44) in /home/obsess/public_html/forums/admin/functions.php on line 1707

This message pops up on all forums and other php scripts.
I think that the PHP needs to be re-compiled. How can i do this or fix this?
