Alright, I had a reboot done on a Windows 2003 box, and the ICF / ICS didn't start, then I checked all the dependancies, and it was actually Remote Access Connection Manager (RasMan) that failed to start because "the module was not found". I checked its DLLs and they are all there, Updated on June 4th, 2003. So its nothing related to windows update (I don't think).
