Internet Speed and Windows Server 2003 Running IIS6

The last month or so my internet has all of a sudden turned SO slow. I phoned Telus tech, got them to check the lines, there doing test, nothing seems to help. So i started playing around with my server, nothing was working. I finaly have narrowed it down too IIS. When i disable IIS the internet runs at good speed (1000+down/400+up). when IIS is enabled it runs slow (100down/10up).

Now my IIS has 20+ sites on it, but almost all are subdomains and don't really recievem very much web traffic, I dont think the amount of traffic IIS is serving is the issue, i think its something else, I just dont know what.

Also sometime even with IIS running (as it usualy is always running) the internet will run fast, but this is becoming more rare.

I did some more playing around with IIS, i manualy stopped each virtual site. and then one by one turned them on, this whole time the internet speed was fast. Then 20min later it was back slow again. So i have found if i restart IIS the internet instantly speeds up, but after 15 or so minutes its back slow again.

If anyone has any ideas or help, PLEASE HELP!!!
