How to Create a pop3 account?

I am not using any control panel, and I am the only one on the box. I am using sendmail to send mail out, but am receiving mails by using a zoneedit.com option which forwards all emails to my hotmail account.

I would like to know the easiest way to setup a pop3 account so I can send and receive mail from a user_a account.
