Setting up Nameservers/IPs for resellers?

Need some help on this issue.

What's the best way to offer your reseller clients private nameservers?

1. Should you give them each their own 2 dedicated IPs and have them register their nameservers against those IPs or

2. Set aside two IPs for all your resellers and have them register their nameservers against those two IPs

Also, can anyone explain exactly how I would set aside the IPs in WHM and how to create and assign the nameservers for the reseller clients to those IPs?

Finally, when my reseller client sets up new clients, all the new domains should be set up under the reseller's primary IP not mine I take it. So how to you set this in WHM?
