windows 2003 + helm dns help

i currently have a windows 2003 server and they admins have not installed dns but i have helm installed which needs dns to be installed to be able to add / remove domains i believe?

also i need to assign 2 of my server ips to use ns3 / ns4 .domain.com so i can set the dns on my domains so they will point to this server

does anyone know how to set this up in helm?

also is there a way round dns not being installed? or do i have to get the admins to install this as i do not have a c:/i386 folder to install from hard disk.

any help would be much appreciated.
