Packet loss & high ping

I tracrouted servers in different locations where I consider hosting a website. Some servers on the list had very high, even 100% packet loss. Some had relatively high response time (10ms, and then 200ms at the next server and so on).

I would thank you if you could clarify how this informations should be read.

What of these numbers might mean unreliable connection or slow speed? What would be the significance of the number of hops -- is there any significant meaning to the fact the trace to some servers is about 20 hops long while to others it is only 9 from where I expect it to be accesed the most times?

Which of these factors -- number of hops, response time, packet loss -- is more significant?

And another question -- what can cause high packet loss in some servers and no packet loss in others located at the same datacenter?
