Hard Drive Speed Question

I have 2 servers whos main hard drives consistently get on average 2.5/MB per sec speed when tested using hdparm. My provider swears the drives are fine and a smartcheck shows they are ok but this just does not seem right.

Does this hint at a bad drive or do they just need to be optimized somehow or could it be another issue?

Server is dual xeon
fedora
cpanel9 r55
1GB RAM
600 accounts
kernel 2.4.22-1.2188.nptlsmp

PS - Backup drives on same machines test at 20-40MB/sec
