how to reduce sleeping process?

my server is slowed down recently, i notice i've too many sleeping process:

303 processes: 301 sleeping, 1 running, 1 zombie, 0 stopped

my i know what exactly is sleeping process and how to reduce it? is it related to KeepAliveTimeout?
