This IP address cannot be used for browsing.

One of my sites was made to give this message, "This IP address cannot be used for browsing". After querying my host, I got the following reply. What does this mean and how does it happen.

Looks like your site was stopped because it's causing php.exe to create multiple instances using 100% and makes memory usage to go really high.
