Spotty access to server.

Please help. I have been running my suite of servers with Covad for about over a year now. Started with ADSL/1.5/384/Zyxel 643 then SDSL/1.5/1.5/Netopia 6452-T and now back to ADSL/3.0/1.5/Broadxent 8120. Never had a problem until now. I have disabled all firewall features on the broadxent. It is serving as just a modem spitting out 5 static ips to my routers/firewalls behind that.

From SBC/Yahoo DSL line I can access my web/mail servers fine. From my work (large corporation), sprint pcs network, UCI university, and Covad's own dial-up, it does not work. I called Covad tech support, but they can't help because they can get to my site fine. When I move everything back to the Netopia setup everything works fine. I suspect its a MTU issue. Here is what I have found out so far:

1. When pop2/smtp does not work it connect to my mail server fine, but when it begins to download messages it just hangs and timeout. Mail works fine from a SBC/Yahoo line though.

2. Website may load headers but times out after that. My work goes through a proxy server.

So access is spotty depending how you access the internet. When you find a location that works, it works great and fast.

I am running IIS5 and mail is bering served by Merak.
Any ideas? Thanks in advance.
