What should I do??

Well... I am stuck because I can't find the type of servers I want in my country...

So I was thinking of getting a 4U chasis and start building a server and loading FreeBSD or Mandrake and using it until I can find the thing I want.

Anyway here is my question..

How is Mandrake administratored? Does it have a simple control panel for users to see or view their accounts?
How is FreeBSD administratored? Will it have a simple control panel or do I have to get cPanel, WHM or something else?
