Connection Limits

Are there any programs that define how many connections/requests an IP can use in apache before its dropped by iptables?

I'm having trouble with 6 or so IPs that like to attack with hundreds of thousands of requests to my invision boards and cause massive cpu usage. I'm banning them by hand right now, but it would be nice to just ban them after 10,000 or so pageviews.
