Strange dns-like issue?

the site will be down for anything from 15 minutes to 3 hours for some individual people, while everybody else can still access the site with no isses at the same time...
this happens to people every couple of days, its becoming a big problem, the isps this this is happening on so far that have been reported to me..

it happens about once every 2-3 days to these people, if they put a proxy in, theyre fine, and can browse at will...it looks like a dns issue, but the fact its happening on so many isps, so frequently to people in different areas, and it didnt happen before we transfered the domain name to your servers and it doesnt happen to these people on any other websites, leaves me stuck on what is actually causing this..

I am sorta stuck on this too. Anyone have any ideas? My servers are hosted at theplanet if that sheds any light onto the situation.
