Syncing Files Under Two Windows Servers

Also, the question is: -what- do you want to load balance? For example, if you are trying to load balance static web pages - that is easy (the problem being simply how to keep the pages in sync between the two "sites").
I read this a while back. I'm looking into failover support and am wondering if I can get some help on this: I'm only looking for failover support of IIS and webpages, not SQL server or anything else. I would also prefer to do this without the need for NAS, but don't know how it is to be done.

1.) How might I be able to sync files across a few different servers? I have W2003 Standard right now. Will that do the trick, or do I need Win 2003 Enterprise or another software program?

2.) How to sync IIS 6.0 settings? I'm under the impression I need to create a script and do it manually which is fine, but I would rather not have to type in each web server's IIS settings on each failover node.

Thanks for any help, as it surely is a complicated road I'm heading down!
