Utime Failure

I have just changed servers and whoiscart collector.php no longer runs on my new server. This server is linux using cPanel. The following error is generated when collector.php is run:

Warning: touch(): Utime failed: Operation not permitted in /home/globalwo/public_html/cart/collector.php on line 18

Does anyone know what would cause this error?
