Application Center 2000 & File Synchronisation

We currently have 2 windows 2003 web edition servers

to keep them synchronized we are looking for alternatives as Microsoft Application Center 2000

It synchronizes events, iis and counters
but the most important part it synchronises directories

As i understand Application center only supports one way file synchronisation
From the controller to the other servers

I got 2 cases where the data could get out of sync

1) Controller goes offline

server 1 is the controler, and recieves files updates from customers and synchronises this to the other servers
The file updates can get from FTP, or from email to the customer POP boxes
Server 1 goes offline, server 2 handles now all incoming files

Server 1 comes online, and is still the controller
He ignores that there is updated content on the 2th server, and synchronises his own, old content, to the 2th server

loosing all the updates in the time that the 1th server was down


2) Load balancing

Since server 1 and server 2 are using load balancing, customers will conect automatic to server 2 once server 2 is too busy
It is possible that they will update their content (ftp, pop) to server2
since server1 is the controller, he will ignore this updated content and deletes it

I cant believe that a program of 2000 euro has a bug/feature miss like this
Its specially designed that you can take any server offline without problems

Is there a feature/setting that i miss?
