RHEL have problem with server load, what is the best alternative OS?

I have a very bad experience from my server with RHEL 3.
I am keeping it already 6 months and have problems with server load all the time.
I did all kernel and software upgrades, but this did not solved this problem.

I am sure it is some OS-specific problem, because when I runned same tasks on my other server with weaker CPU but with Red Hat 9, it had less server-load than on my server with RHEL.

It have always IOWAIT value jumping high and this cause him to jump server load high, so simple backup cpanel account task could cause server load jump to 10-12, and when few people are logged into CPanel and are installing some scripts together server load climbs to 20-30.

Server specification is p4 2.8 HT with 1 gb ram.

Now I decided to change server OS, but I am not sure what would be better RHEL alternative.

Is Fedora core 2 better then RHEL in this case?
Or may be CentOS will be better?

Any suggestions or advices?
