how to prevent hacker to [ WEB-CGI redirect access ] to my server ?

I have find this snort message in my log

Sep 6 00:13:10 web snort: [1:895:6] WEB-CGI redirect access [Classification: Attempted Information Leak] [Priority: 2]: {TCP
} 207.46.98.132:1091 -> 210.xxx.xxx.xxx:80
Sep 6 00:13:06 web snort: [1:895:6] WEB-CGI redirect access [Classification: Attempted Information Leak] [Priority: 2]: {TCP
} 218.168.200.11:2910 -> 210.xxx.xxx.xxx:80




Many IP use [ WEB-CGI redirect access ] to my server in my frequency , it cause my server become a high work load .
My server is very slow now , any one has idea to prevent [ WEB-CGI redirect access ]
