resize a partition in Linux?

Hello,

Is it possible to resize a partition in Linux?

I need more space for /tmp directory, and I have a second drive for backup (/backup) which isn't even 5%.

so I am just wondering if it's possible to resize /backup partition smaller and add /tmp into the second drive while delete original /tmp partition on first drive root (/) partition?
